Proposed Final Development Plan for PD #833 - West End Mixed Use Development

 

 
Background

Planned Development #83 (PD-83), FC Cincinnati Stadium, was established on February 21, 2019 by Ordinance 63-2019 when Cincinnati City Council approved the zone change and Concept Plan and Development Program Statement. Additional property was added to the Planned Development by way of Major Amendments to the Concept Plan and Development Program Statement in June of 2019 (Ordinance 169-2019), October of 2019 (Ordinance 363-2019), and February of 2020 (Ordinance 46-2020).

A Final Development Plan was filed for each portion of the approved Concept Plan that the applicant proposed to construct. Since the establishment of the Planned Development, the City Planning Commission reviewed and approved the following Final Development Plans:

  • January 2019: Stadium foundations

  • June 2019: Superstructure of the stadium and parking garage

  • September 2019: Stadium, east parking garage, and plazas

  • January 2020: North parking garage foundations

  • May 2020: North parking garage

Proposed Project

FC Cincinnati (FCC) requests a Major Amendment to the Concept Plan and Development Program Statement to expand the Planned Development boundary north to include additional privately-owned properties for the planning and construction of a new mixed-use development. FCC and its partners will develop an approximate 8-acre site immediately north of TQL Stadium into a mixed-use district. The development will accommodate a variety of amenities and uses with the heart of the new development being the central event plaza.

The Major Amendment to the Concept Plan and Development Program Statement consists of the following:

  • A zone change of approximately 5.629 acres from Manufacturing General (MG), Park and Recreation (PR), and Residential Multi-family (RM-0.7) to Planned Development 83 (PD-83).

  • Setting development parameters for the zone change area of approximately 5.629 acres.

  • Revisions to the Concept Plan and Development Program Statement to revise the development parameters of approximately 5.718 acres of the existing PD.

To facilitate the mixed use development, FCC proposes the vacation and sale of approximately 0.814 acres of City-owned right-of-way along Bard Alley, Bauer Avenue, Central Avenue, Kuhfers Alley, and Wade Street.
