Proposed Planned Development and Property Sale – PD #100 Northside Gateway at 3950 Spring Grove Avenue in Northside

 

Background

NEST, Over-the-Rhine Community Housing (OTRCH), and Urban Sites are requesting a zone change from Commercial Community Mixed (CC-M) and Manufacturing General (MG) to Planned Development (PD) for the properties located at 3950 Spring Grove Avenue. The proposed zone change is an approximately 0.98 acre site located at the southern entrance to the Northside business district. This application is for a Development Program Statement and Concept Plan. This will have to come back through the Final Development stage at a later date for the Planned Development Process.

The site currently consists of some vacant land as well as a vacant four-story commercial building that formerly housed the Stagecraft company. The proposed development would consist of approximately 50-70 units ranging from studios to three-bedroom apartments affordable to tenants with income levels at or below 60% AMI. The project is applying for competitive Low-Income Housing Tax Credits (LIHTC). The units would be spread between the renovated Stagecraft building and a newly constructed four-story building to the south. The proposed development would also include roughly 1 parking space per 2 units. The site is within a 10-minute walk to existing retail, entertainment, the Northside Transit Center, and recreation facilities.

One of the three parcels the proposed project spans is currently owned by the City of Cincinnati. The Department of Community & Economic Development (DCED) plans to sell the portion of the property encompassed by the proposed PD (approximately 0.6 acres), which has a fair market value of $85,000, for $1. The site is currently used by the Department of Public Services for laydown and storage of materials. The City is working on a plan to design, fund, and implement a relocation of the Department of Public Services storage site to an alternative City owned property. The sale must be approved by City Planning Commission and City Council to move forward.
