Proposed Major Amendment to PD #38 - Villages of Daybreak Phase 3B in Bond Hill

 

Background

Planned Development District #38 (PD-38), named "The Villages of Daybreak," was established in November of 2004 to facilitate the 60-acre Villages of Daybreak development, which consists of roughly 300 single-family dwellings located in Bond Hill. The subject property, 1931 E Seymour Avenue, is located within Phase 3B of the Planned Development. A Final Development Plan for this phase was approved by the City Planning Commission in November of 2004, and proposed 34 semi-attached condominium units. However, this phase was ultimately never constructed.

The applicant, MBL DerbyCity Development (an affiliate of LDG Development based in Louisville, KY) is under contract to purchase the subject property from Allen Temple-Tryed Stone Development, the developers of the other phases of the Villages of Daybreak development. The applicant's new proposal requires a Major Amendment to the Concept Plan and Development Program Statement of PD-38 as well as a Final Development Plan that reflects the proposed changes. This requires a public staff conference and review by the City Planning Commission.

 
Proposed Project

The applicant is proposing to develop the currently vacant 4.3 acre site into multifamily residential housing. The development includes two buildings, with 54 units in Building 1, and 96 units in Building 2. The units will include a mix of one, two, and three bedroom layouts, each with a patio or balcony. Units will be affordable to tenants making 50%, 60%, and 70% of the Area Median Income (AMI).

In addition to the two residential buildings, the project will also include a clubhouse and playground. The clubhouse will feature a fitness center, business center, and community room. The proposal includes 190 parking spaces. The site will be accessed off of Seymour Avenue, and a traffic impact study was included in the application materials for the project. Exterior materials will include a mixture of white, black, and gray poly-ash and cement fiber siding and brick masonry veneer on the ground floor. A six-foot privacy fence will also be constructed along the boundaries of the abutting residential properties, with a locked gate connecting to Sunwalk Drive for emergency access only.
