Background

The Cincinnati OH-KY-IN Metropolitan Statistical Area (MSA) will be participating in a regional climate action planning process through the U.S. EPA Climate Pollution Reduction Grant (CPRG) program. One of our most important roles is to ensure that all communities in our region can participate in this process and connect to funding opportunities.

The CPRG program is designed to provide flexible support to communities regardless of where they are in their climate and implementation process. The upcoming opportunities will allow community-based organizations (CBO) serving frontline communities to engage with local and or state governments to design and implement programs that can help improve housing, increase access to clean transportation, reduce food waste, support renewable energy, and tackle any other climate-related risks your communities identify.

Planning Phase

One of these funding opportunities is the US EPA’s Climate Pollution Reduction Grant (CPRG). There are two funding phases to the CPRG program. The first phase includes planning grants for states, regions and tribal areas for planning activities to create a state-wide or regional climate action plan focused on reducing greenhouse gas emissions. The Greater Cincinnati Region was awarded $1 million to create a regional climate action plan for the 15 county MSA. 

The regional climate action planning team has already started work and will fulfill three key deliverables as required to meet CPRG planning phase objectives. Our approach is defined by these three phases:

Implementation Phase

In order to fund implementation measures contained within our future regional Climate Action Plan, the US EPA has announced a competitive grant for individual communities (Climate Pollution Reduction Grant Phase 2). Award amounts range from $2M-$500M and the window of time for requesting funds is very narrow. Applications were due to US EPA by April 1, 2024. The completion of our regional Priority Climate Action Plan was due only one month prior, March 1, 2024.

Using the Thrive Together Platform, community members, governments, organizations, educational institutions, and businesses from across the region shared their experiences with climate impacts and their ideas for what solutions are needed. Using the Notice of Funding Opportunity, OKI led the application process as a regional coalition for a regional award. The US EPA will be making CPRG Implementation Phase grant announcements this summer.
