HUD ENTITLEMENT GRANT SUBMISSIONS

The City of Cincinnati is an entitlement jurisdiction that receives federal funds from the United States Department of Housing and Urban Development (HUD) to support local community development and affordable housing activities. The federal block grant programs that provide these resources include the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons With HIV/AIDS Grant (HOPWA).

As a condition of receiving these funds, the City of Cincinnati is required to submit a 5-Year Consolidated Plan, which outlines the city’s housing and community development needs and priorities, and the First Year Annual Action Plan (budget) that identifies how the City plans to allocate its HUD funding to address those priority needs and report on its annual accomplishments. HUD determines the amount of each grant by using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.

HUD’s Section 3 regulation requires that preference is provided to the low- and very low-income residents of the local community (regardless of race and gender), and the businesses that substantially employ them, for new employment, training, and contracting opportunities resulting from the HUD-funded project.  Details regarding the City of Cincinnati’s Section 3 program can be found at the following URL: https://www.cincinnati-oh.gov/section3
