City of Cincinnati Sues REM Capital, Owner of Five Apartment Complexes in the City

Today, the City of Cincinnati sued REM Capital—a company headquartered in Florida that owns five apartment complexes in Cincinnati—for maintaining substandard living conditions. The lawsuit was filed by the Quality of Life Division of the City Solicitor’s Office and will be heard in the Hamilton County Court of Common Pleas.

“We have been crystal clear as an Administration: If you are coming into the City, buying up properties and neglecting them, you will be held accountable. We have been hard at work through policy, investments, and litigation to ensure residents have access to safe, quality, affordable homes—and this lawsuit is a continuation of our aggressive work to protect and support tenants throughout Cincinnati,” said Mayor Aftab Pureval.

REM owns roughly 850 housing units across Cincinnati in neighborhoods including Bond Hill, Pleasant Ridge, Mt. Airy, and West Price Hill. Specifically, Heirlooms Apartments of Cincinnati in Bond Hill is the source of pervasive complaints from residents for rat and cockroach infestations, raw sewage leaks, and lack of hot water and heat. These conditions have impacted some of the most vulnerable residents in the Cincinnati community, including children, the elderly, and people with significant health concerns.

“I want to applaud City Solicitor Emily Smart Woerner and her team for their exhaustive efforts addressing problem properties in the City of Cincinnati. Everyone deserves a safe, clean place to live. Our Solicitor’s Office is tireless in its work to see that promise fulfilled for all Cincinnatians,” said City Manager Sheryl Long.

The City’s lawsuit aims to ensure that Cincinnati residents can live in safe, healthy, and dignified living conditions. The lawsuit requests that the court issue orders for REM to maintain its properties and appoint a receiver to improve conditions at Heirlooms.

This is the latest action filed by the Solicitor’s Office against problem landlords; others include Vinebrook Homes, Wallick Properties, Avi Ohad/H&E Enterprises, and Williamsburg Apartments.
