Winter Operations Update: Thursday, Feb. 6, 2014 (Afternoon)
A majority of crews are focused on residential streets today.
Crews have been able to create a drivable path for 75% of the residential streets.
Crews are continuing their efforts on residential streets tonight. However, the cold temperatures will hinder those efforts.
Many of these spots are being created by folks digging out their vehicles and shoveling the snow back into the roadway and creating very hazardous situations.
Crews continued to make progress with the downtown snow haul out today. As we head into the evening rush hour, operations will be suspended. Haul out efforts will resume at 7:00 PM tonight and continue until the morning commute.
Who's Responsible For Sidewalks?
City staff has been getting a lot of questions about who is responsible for clearing sidewalks.
It's a great question, and we wanted to share the following information from the City Municipal Code. But essentially, it is the responsibility of the abutting property owner.
Sec. 723-57. Removal of Snow.
The owner, occupant or other person having the care of any building premises or unimproved lot of land abutting any street where there is a graded sidewalk or a sidewalk graded and paved, shall, within the first four hours after daylight after the ceasing to fall of any snow, cause the same to be removed from the paved or traveled part of such sidewalk. The provisions of this section shall also apply to the falling of snow or ice from any building onto a sidewalk. Snow or ice shall not be moved into the gutter when the gutter has been previously cleaned, and in no event shall snow or ice from any area other than the pedestrian walk be moved into the gutter.
Sec. 723-59. Ice on Sidewalks.
Whenever a sidewalk or any part thereof along any building premises or unimproved lot of land shall be encumbered with ice, the owner, occupant or other person having the care of such premises or lot shall cause such sidewalk to be made safe and convenient by removing the ice therefrom, or by covering the sidewalk with sand or other suitable substance. Failure to comply with the provisions of this section for a period of more than two hours during the daytime shall subject such owner, occupant or person in charge to the penalty provided for violation of this section.
Trash collection has not been delayed. Residents should continue to set their garbage out on their regular trash day.
However, crew are operating with a minimal staff today, and the ice has been slowing crews down.
Residents should know that some streets will likely not get collected today due to these challenges. If this happens, residents should leave their trash cart at the curb and know that crews will be by to collect it as soon as possible.
