Three members of the Cincinnati Police Department will be promoted in a ceremony at 10:00 a.m. Friday April 11 in the Corbett Tower of Music Hall, 1241 Elm Street. Chief Thomas H. Streicher, Jr. will preside and administer the oath of office to Captain Russell Neville, Lieutenant William Nastold, Sr., and Sergeant Thomas Mullis.
Captain Russell Neville is a graduate of Western Hills High School. In July 1987 he entered the 69th Recruit Class at the Police Academy. Upon graduation, he was assigned to patrol in District Four for two years, and then transferred to District Three. After his promotion to Sergeant in 1995, he served as supervisor in District One, in the Central Vice Control Section’s Street Corner Unit and Pharmaceutical Diversion Squad, and in the Internal Investigations Section. In 2004 he was promoted to Lieutenant and became a relief commander in District Three. Since November 2006 he has served in the Internal Investigations Section. Captain Neville was a member of the Ohio Attorney General’s Organized Crime Investigation Commission. He is a graduate of the 100th Administrative Officers Course of the Southern Police Institute at the University of Louisville, where he was a Dean’s Scholar. Law enforcement is a very strong tradition in Captain Neville’s family. His father, Captain Gary Neville, and his uncles Lieutenant Roger Hildebrand and Lieutenant Mark Hildebrand served with the Cincinnati Police Department; all are now retired. His brother Captain Michael Neville and two sisters, Captain Teresa Theetge and Police Specialist Joyce Neville-Lipps, currently serve with this department. Two more family members serve with the Hamilton County Sheriff’s Department: his brother Sergeant Rick Neville and brother-in-law Deputy Eric Laeace. Captain Neville and his wife Bev live in Green Township with their son Lucas.
Lieutenant William Nastold, Sr. is a graduate of Aiken High School. He is a veteran who served seven years in the United States Army. During four years of active duty, he served as an Intelligence Analyst and Linguist in Augsburg, Germany. Following his active duty, he served three years in the Reserve. In October 1989 he entered the Police Academy’s 72nd Recruit Class. Upon graduation, he was assigned to patrol in District Four. He also served in Districts Two and Five, and in Communications Section’s Telephone Crime Reporting Unit. After his promotion to Sergeant in 1997, he served in District Two as a relief supervisor, and later as the Administrative Sergeant. Lieutenant Nastold’s brother is Cincinnati Police Officer Mark Nastold. His wife Diane is a Dispatcher in the Communications Section. Their two sons and daughter have all entered military service. William Nastold, Jr. and Shannon Nastold are members of the United States Army. He is currently stationed in Afghanistan and she is stationed in California. Austin Nastold is a member of the United States Naval Reserve.
Sergeant Thomas Mullis is a graduate of Colerain High School. He earned a bachelor’s degree at Miami University in Oxford, Ohio. In July 1996 he entered the 82nd Recruit Class at the Police Academy. Upon graduation, he was assigned to patrol in District Five. In 2002 he was transferred to District Five’s Violent Crimes Squad. Since 2007 he has served in the Investigative Unit of District Five. His father, the late Clarence Mullis, retired at the rank of Lieutenant after a career with the Cincinnati Police Department. Sergeant Mullis and his wife Amy live in Harrison with their three children Cameron, Tyler and Andrew.
