City Manager Presents Recommended All Funds Biennial Budget to Mayor
Balanced budget proposal recommends no layoffs, furloughs of facility closures
CINCINNATI – City Manager Harry Black presented his Recommended All Funds Budget for fiscal years 2018-2019 to Mayor John Cranley on Thursday morning.
The All-Funds Operating Budget totals $1.1 billion for fiscal year 2018 and the Capital Budget totals $504 million. All funds are balanced.
Both volumes – the Recommended Biennial Operating Budget (Volume I) and the Recommended Capital Improvement Program (Volume II) – are available online.
“Guided by your strong vision, and the continued direction and support provided by the City Council, we are pleased to present the City Manager’s Recommended Fiscal Year (FY) 2018/2019 Budget (Proposed Budget),” the City Manager wrote in his formal budget message.
As outlined in the budget message, the City Manager’s proposal represents some “very difficult decisions” and includes a combination of program savings and revenue enhancements.
“This (budget) document is the result of the most challenging fiscal exercise we have tackled during my tenure. While there are difficult decisions to make, this proposal is structurally balanced, does not include employee layoffs or furloughs and does not reduce services or close City facilities,” the document reads. “Importantly, this proposal allows our work to make Cincinnati the best managed local government to persist on all fronts.”
The Mayor now has up to 15 days to provide comment and transmit his budget to City Council. City Council will have until the end of the current fiscal year (June 30) to adopt a final budget.
The public will have its opportunity to weigh in on the budget process in the coming weeks. As part of the budget engagement process, the City’s Budget and Finance Committee will hold three public hearings where residents can provide input and discuss the budget:
