The Office on Contract Compliance is responsible for administering, enforcing, and monitoring the Equal Employment Opportunity Program; the Small Business Enterprise Program, the Living Wage Program; the Prevailing Wage laws; and the Meet & Confer provisions to promote full and equal business opportunities for all entities doing business with the City. A brief description of the various programs is provided below.
The Small Business Enterprise (SBE) Program
- provides small business certification to assist in meeting the City’s total contracting goals. Additionally, workshops, seminars and one-on-one certification assistance are provided to increase the Hamilton County business community contracting possibilities.
Federal and State Prevailing Wage
- CMC Chapter 321. laws apply to construction projects undertaken or funded by public authorities.
Equal Employment Opportunity Program (EEO) - is a non-discrimination program that guides all City contracts over $5,000.
Living Wage
- pertains to full-time City employees, employees under service contracts of $20,000 or greater. The Living Wage increases annually as guided by the federal poverty guidelines published by the US Department of Health & Human Services.
Meet & Confer - City Council Resolution 93-1989 requires a pre-bid meeting to be held for all private developers receiving City funds for construction projects. The purpose of Meet & Confer is to expand opportunities to trade unions, minority, female, locally owned contractors and supplies on construction projects assisted with City funds.
